Numerous local governments are creating reusable nappy incentive programs to encourage parents to make the switch to cloth nappies. It makes sense for councils to raise awareness and have local councils try and reduce the disposables they have to deal with in landfills.

It costs the government more than £81 million a year to process the waste from single-use disposable nappies. The benefits to local governments are obvious, and the financial incentives can assist parents in affording cloth diapers. There are a number of different incentive programs offered by the councils, however, it is not always clear what is on offer.
These pages provide an overview of the most important initiatives, as well as information on how local governments may assist. The cost of a free nappy starter kit might seem a lot, but each child in nappies produces about 1 tonne of non-biodegradable waste, so it’s much better for councils to encourage people and have reusable nappy incentive schemes.
For each family they convert using a free trial kit into using reusable nappies saves the council about £200.

What’s on offer? Each council has done it differently, from offering free reusable nappies to hire kits, trial kits, vouchers, and cashback schemes. We list all the councils below and what they offer. Though, these can change quite frequently so it’s worth checking with the recycling department of your local council to see what they are offering.
Free Reusable Nappies or Free Nappy Starter Pack
A few have chosen to send out free nappies or cloth nappy trial packs to expectant families in their area. The value and type of each reusable nappy kit given really depend on each council. The majority of the time, a day’s worth of diapers and wipes are provided sometimes followed up with a voucher to purchase reusable nappies. These free trial packs are usually yours to keep, paid for by your local council, and are different from hire kits where you just borrow the nappies for a set period.
Vouchers or Cash Back
Many councils now offer vouchers that can be used to offset the cost of reusable nappies, as well as cash-back programs. These programs provide the greatest amount of freedom, allowing you to experiment with different types of nappies. Generally these work by either giving your a voucher to purchase real nappies from a specified retailer or if you show a receipt of your purchasing real nappies they will give you cashback (providing their conditions are met).
Most of these schemes, but not all, allow these to be used on training pants for potty training but you will need to read the details of each voucher scheme to find out if your council allows that. They will normally ask for an itemised receipt of your real nappy purchases in order to claim the cashback. It is usually one claim per baby, but some have it as one claim per family so check your entitlement before you apply. Many cap the scheme at children under 18 months so you cannot apply for older children.

Real Nappies for London
Real Nappies for London is the largest voucher network in the country, with parents in participating London boroughs receiving vouchers worth up to £54.15 to apply toward the purchase of reusable nappies or a nappy trial pack. Real Nappies for London requires that you spend your vouchers with a certified provider, but most cloth nappy retailers accept vouchers for use on their online store as well.
Real Nappy Loan Scheme
Many councils fund nappy libraries to give trial kits for loans to parents in their borough. This is usually run independently from the council, but funded by the council. These are usually a full-time real nappy starter kit, and the duration of the loan period can be from 2 weeks to 12 weeks depending on the scheme. Local authorities usually ensure the two-week trial gives you a good selection of nappy types and brands select.
